The human resource generalist performs duties at the professional level and works closely with HR leadership in supporting human resource functions across the ministry. This position will be responsible for employee relations, compliance, policy management, and performance management. This position may also assist in supporting the following HR functions: benefits administration, recruitment, onboarding, training, compensation and workforce planning.
Responds to employee relation issues such as employee complaints, harassment allegations and civil rights complaints. Collaborates with HR leadership in investigating, answering and settling grievances. Counsels and guides managers before executing employee disciplinary actions, involving HR leadership as necessary. Oversees the corrective action process and audits. Coordinates the processing of unemployment notices and potential charges in a timely, efficient manner. Attends unemployment hearings when necessary.
Interprets and administers leave programs and policies in accordance with applicable federal and state employment laws as well as Saint Francis policy. Works closely with employees to ensure that all relevant documentation is submitted for timely review with regard to approved leaves of absence. Maintains appropriate contact with all employees on leave and coordinates all aspects of return to work.
Compliance & Policy Management
Oversees the development, implementation, and ongoing compliance monitoring of federal and state regulations. Documents compliance efforts and consults with leadership to recommend modifications necessary to comply with federal and state mandates. Interprets policies, procedures and laws (under guidance from Legal partners), ensuring adherence to all applicable regulations and policies and procedures. Regularly reviews policies and procedures and makes recommendations to revise policies as deemed appropriate. Develops and documents procedures to streamline processes and ensure compliance with regulatory requirements. Partners with employees and leadership to communicate various human resource policies, procedures, laws, standards and other government regulations, including updates to policies and procedures.
Applies advanced project management skills to lead projects and cyclical processes. Develops and tracks communication timelines for budget and planning purposes, analyzes expenses compared to budget, and identifies and implements cost-effective methods of production and delivery of communications. Coordinates project plan development; training for HR and other internal partners on project; and assists with any system or process testing. Critically reviews and analyzes current procedures to implement improved processes and auditing procedures. Conducts thorough post implementation reviews following major projects and cyclical processes.
Audits and Reporting
Assists in providing human resource data to the organization in the way of metrics, reports, and data analytics. Assists in various research requests, including timely responses to audit inquiries; may assist in developing and preparing reports, letters, and spreadsheets. Inputs, maintains, audits, extracts, manipulates and analyzes confidential HR data and manages the HRIS to maintain data integrity. Assists with preparation of various governmental reports and filings. Monitors and reports data trends and escalates any issues to appropriate senior leadership. Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.
Develop and execute recruitment strategies
Collaborates with hiring manager to create recruitment and interview plans based upon the needs of the position and area. Conducts in-person and phone screening of candidates. Initiates and utilizes pre-employment screening tools to hire for best fit. Coordinates with hiring manager in interviewing and selection of new hires. Utilizes social media, sourcing networks and electronic resources to post open positions and build candidate pool. Conducts regular follow-up assessments to determine the effectiveness of recruiting plans.
