Position Description

The benefits specialist is the key resource for designing, implementing and administering benefit programs. In collaboration with HR and leadership, this position researches, recommends and supports benefit programs throughout the healthcare system. The benefit specialist ensures the competitiveness of the Medical Center's benefits in the market and oversees all aspects of communication and legal compliance for benefit programs.

Core Responsibilities:

Benefit Administration

Administer medical, voluntary and retirement plans in accordance with federal and state mandated regulations. Manages relationships with suppliers including benefits broker, HRIS contacts, carrier contacts, third-party vendors and troubleshooting issues with providers. Identifies and resolves benefits administrative problems in a timely manner; keeps management apprised of issues of concern.

Ensures benefits are accurately communicated through written summaries and the on-line enrollment system. Assists employees with benefit related issues and concerns. Respects and maintains highly sensitive and confidential personal employee information while administering benefits or problem resolution. Troubleshoot issues, run reports, audit deductions, resolve claims inquiries, and communicate with carriers as needed.

Collaborates with HR leadership and other HR staff to ensure benefit programs are competitive in the market. Collaborates on a variety of projects, including program design, analysis, budgeting, and implementation of new programs.

Employee Notifications & Resolution

Maintains reporting process to ensure employees are notified of eligibility for benefits. Oversees ACA administration by conducting monthly and annual reporting and audits to ensure compliance.

Accurately communicates benefit levels to employees and provides accurate and timely responses to questions regarding benefits.  Responds to all colleague inquiries and complaints to ensure quick, equitable, and courteous resolution. Ensures written documents are updated and current. Notifies carriers of any changes in elections and ensures accuracy of transmission of electronic feeds to carriers.

Researches regulations to ensure all department communications and required disclosures are updated and distributed timely. Ensures colleague intranet and benefit enrollment site includes accurate, timely, and compliant benefits information. Partners with other internal departments to ensure consistent and compliant benefit communications.

Project Management

Facilitates the annual benefit renewal process through planning, implementation and communication of all new benefit programs or program changes to colleagues, brokers and carriers. Oversees the implementation and process development of new vendors and changes to existing programs.

Facilitates open enrollment activities to include development of written and verbal communications, accurate and timely processing of all benefit enrollment, including new hire onboarding.  

Coordinates project plan development; training for HR and other internal partners on enrollment process and plan design changes; and assists with enrollment system testing.  Applies advanced project management skills to lead projects and cyclical processes.  Develops and tracks communication timelines for budget and planning purposes, analyzes expenses compared to budget, and identifies and implements cost-effective methods of production and delivery of benefit-related communications. Critically review and analyze current payroll, benefit procedures to implement improved processes and auditing procedures. Conducts thorough post implementation reviews following major projects and cyclical processes.

Benefit Compliance

Oversees the development, implementation and ongoing compliance monitoring of federal and state regulations, including ACA, COBRA, ERISA, Internal Revenue Code, etc. Documents compliance efforts and consults with senior management to recommend modifications necessary to comply with federal and state mandates. Researches proposed or pending benefit legislation that may affect plan administration, compliance or required disclosure notices and makes modifications or recommends process changes as needed. Interprets benefits policies, procedures and laws (under guidance from Legal partners), ensuring adherence to all applicable regulations and internal company benefit policies and procedures for all benefit plans.

Regularly reviews benefit policies and procedures and makes recommendations to revise policies as deemed appropriate. Develops and documents procedures to streamline processes and ensure compliance with regulatory requirements. Coordinates with HR leadership to educate leaders on updates to policies and procedures.


Assists in various research requests, including timely responses to audit inquiries; may assist in developing and preparing reports, letters, and spreadsheets. Runs reporting from data base systems to ensure accuracy of changes to payroll withholding for benefit plans and related transmission of similar data to benefit carriers. Input, maintain, audit, extract, manipulate and analyze confidential HR data and manage the HRIS to maintain data integrity. Assists with preparation of various governmental reports and filings, assists supervisor in preparing Summary Plan Descriptions and planning wellness initiatives and activities.

Position Requirements

Required Education and Experience:

Bachelor's degree in human resources, business administration, or related field required. One year of HR experience or any similar combination of education and experience required. Three to five years of experience in the analysis, design and/or administration of benefit programs preferred.

Additional Knowledge, Skills and Abilities:
Thorough understanding of federal, state and local employment laws. Strong analytical, organizational, administrative, and project management skills, along with strong attention to detail are also needed. Ability to work in a demanding and dynamic fast-paced environment with the flexibility to adjust to changing priorities and deadlines. Ability to exercise effective judgment, sensitivity, & creativity to changing needs and situations. High proficiency in MS Office suite including Word, Excel, PowerPoint and Outlook. Additional experience with Adobe and database systems preferred.
