The Integrated Planning & Policy group provides fully integrated planning and management as well as project development services for our clients. The newly restructured group encompasses four national practice areas: Planning and Policy, Freight and Economics, Safety and Transit and Shared Mobility. We apply our national knowledge and leadership while leveraging the strength of regional expertise to bring experience from across the country and extensive Federal level to intimate understanding of our clients’ needs.

We are looking to add a Project Manager to the team in Oakland. The Project Manager will support and lead assignments that provide expert decision making advice covering all modes of transportation and related industrial development and economic development for public and private clients. Responsibilities include: development, execution, and/or oversight of technical analyses, report writing, industry outreach and interviews, project management, project financial management and invoicing, client maintenance and supervision of junior analysts participating on project teams.

The Project Manager will also be responsible for the preparation of proposals and business development activities. S/he will collaborate with other technical leaders and project managers across business lines to develop integrated technical approaches and serve as a company-wide resource in areas of expertise. The Project Manager will train, manage and mentor junior staff, and motivate staff and sub consultants to deliver work products on time and within budget. S/he will develop collaborate relationships with current and prospective clients, proactively identify future leads, and leads teaming negotiations with other consulting firms as part of proactive and reactive marketing.

Essential Duties and Responsibilities

Project Delivery
•Produces and delivers exceptional quality work that is thorough, polished, and reflects well on CS •Provides exceptional value-added service to project managers and/or clients and communicates consistently with internal and external team members •Actively listens and seeks to understand client or project manager needs •Meets chargeability expectations

Project Management
•Delivers all projects on-time, on-budget, and to the client or project manager’s satisfaction •Provides constructive and ongoing feedback to project team members •Provides clear direction to all project staff regarding project objectives and their role in achieving them •Develops and implements project delivery plan for each project •Updates project staffing in CS staffing program on time each month •Reviews and submits invoices and progress reports on time

Business Development
•Participates in regional, business line, and other business development initiative meetings to identify and coordinate BD and marketing activities •Contributes to sound bid/no-bid decisions •Develops effective win themes, teaming strategies, pricing strategies, and technical content for all proposals in area of responsibility •Builds and maintains long-term client relationships and actively listens to their needs •Maintains post-delivery communication with clients to ensure long-term satisfaction and to prospect for repeat/expanded business •Builds strong positive relationships with management, National Practice Leaders, senior consultants, and marketing & communications staff to develop winning proposals


Position Requirements

Bachelor's degree required
Master's degree preferred
7+ years of applicable experience
